History of NCRFA

The National Capital Region Football Association (NCRFA) was founded on 1982. It is affiliated with the Philippine Football Federation (PFF). Currently NCRFA is the recognized governing body in the national capital region. Its territorial jurisdiction is geographically designed by fourteen (14) cities and three municipalities.

AIMS

  1. To act and function as the sole controlling body of every form of football within the defined NCR coverage.
  2. To improve and promote the sport of football (the Game) in the light of its unifying, educational, cultural and humanitarian values, in all its forms throughout the national capital region.
  3. To foster friendly relations among players, officials, organizations and other football-playing groups within the National Capital Region. Every person and organization involved in the Game is obliged to observe the principles of Fair Play.
  4. To cooperate with local government, the Department of Education (Dep Ed) and such other private and public institutions enganged in sports in general and football in particular within the NCRFA territory.
  5. To organize competitions especially at the provincial level for all age groups, for male and female.
  6. To prevent all methods or practices which might infringe on the statutes, regulations, laws of the game and may jeopardize the integrity of matches or competitions or give rise to abuse of football.
  7. To perform such other acts as may be necessary to attain the above purposes, including but not limited to entering into contract with private and public institutions or individuals; encouraging and promoting the local manufacture of equipment and allied items for the Game; purchasing or otherwise acquiring any real or personal property or interest therein for its benefit; lending or investing any money owned or held by it in trust; raising funds or borrowing money; improving, developing, managing or mortgaging, letting or selling any of its real or personal property.
  8. To settle disputes between and amongst players, officials, clubs, members and other organizations within its territory.
  9. To respect the sole authority of arbitration tribunal or independent body formed by the PFF to settle any dispute involving itself or one of its members and relating to the statutes, regulations, directives and decisions.

Constitution and By-Laws

    General Provision

    Article 1 – Title, Composition and Headquarters

  1. The National Capital Region football Association or “NCRFA” is an organization registered with Securities and Exchange Commission.
  2. The NCRFA is membership based and is of recognized members as defined herein. Members are groups that are town – or municipality-based organizations or associations composed football-playing institutions, schools and clubs.
  3. The Principal office and the place of business of the NCRFA shall be in the National Capital Region.
  4. The NCRFA is a member of the Philippines Football Federation or “PFF”. It is Obliged to respect the statutes, regulations directives and decisions of the PFF and ensure that these are likewise respected by its members.
  5. Article 2 – Purpose

    The Purposes for which the NCRFA exists are as follows:
  6. To act and function as the sole controlling body of every form of football within the defined NCR area of coverage.

  15. II MEMBERSHIP

    Article 3 – Types of Membership

    The NCRFA shall have five (5) types of members: regular, probationary, associate, allied and honorary:
  16. REGULAR MEMBERS are those organizations that have been accepted as such after having met the requirements and qualifications prescribed hereunder . They have the right to representation and the right vote in all General Assemblies provided. Only an absolute majority of the voting membership of the NCRFA Board of Governors may approve regular membership upon recommendation of the NCRFA Membership Committee. No applicant may become a regular member unless it has gone through a probationary membership of at least one (1) year.
  17. PROBATIONARY MEMBERS are organization whose application for membership have been accepted by the NCRFA present upon recommendation of the NCRFA Membership Committee, but have not fully met requirements and qualifications for regular membership. They may be represented in the NCRFA Board of Governors while on probationary status but have no right to vote.
  18. ASSOCIATE MEMBERS are teams or clubs not affiliated with any organization, leagues or regular member or probationary member association but would like to participate in the activities undertaken by the NCRFA.
  19. ALLIED MEMBERS are corporation, institutions, organizations or individuals who contribute time effort and financial assistance to the advancement of the causes for which the NCRFA exists. Acceptance of application for allied membership shall be at the discretion of the President, upon recommendation of NCRFA Membership Committee.
  20. HONORAY MEMBERS are persons who have contributed in an extraordinary way to the promotion of football in the territorial boundaries of the NCRFA may be invited by unanimous vote of the Board of Governors to join the association.
  21. Article 4 – Restrictions to Membership

  22. Regular and Probationary Members of the NCRFA can be organizations or associations representing groups of football playing institutions, teams, club or school based in the NCR.
  23. Associate Members of the NCRFA can be individual institutions, teams, clubs or schools based in the NCR.
  24. Allied Members of the NCRFA can be an organization, company or individual based in the NCR.
  25. Honorary Members of the NCRFA can be individuals based in the NCR.
  26. Article 5 – Admission and Qualifications for Membership

  27. After having formally gone through the procedures required for membership, an organization that has been accepted as a probationary member may be accepted as a regular member if that association has, within the probationary period complied with the following: a. participate in at least one NCRFA organized competition; b.organize regular competitions for its member teams; c.pay the corresponding registrations for its member teams; d.participate in the implementation of NCRFA initiated development programs; e.send qualified representatives to development courses (coaches, referees, administrators, sports medicine officials, etc.) organized by the NCRFA; f.send qualified representatives to attend NCRFA Board meeting and Assemblies.
  28. An organization that has been accepted as a regular member of the NCRFA, in order to remain in good standing must have, in a single year complied with the following: a.participate in at least one NCRFA organized competition; b. organize and implement a year round program of football related activities (competitions, seminars, courses and clinics)for its members; c. pay the corresponding annual registration fee and annual membership dues; d.participate and contribute in the implementation of NCRFA initiated development program; e.send qualified representation to development courses (coaches, referees, administrators, sports medicine officials, etc.) organized by the NCRFA. f.Send qualified representatives to attend NCRFA Board meetings and assemblies.
  29. Member shall be considered in good standing if: a.they have fulfilled all obligations such as membership requirements; b.they have settled all dues, fees and penalties; c.they are not under suspension.
  30. Article 6 - Disqualification of Memberships

  31. The NCRFA may impose the following penalties for any violation of its Statutes, Rules, Regulations and Standing Orders by its Members, Club, Officials and Players: a.caution b.fine c.suspension d.expulsion
  32. The President upon recommendation of the Membership Committee may impose any of the penalties provided in Article 6.1 above, except suspension and expulsion of regular members, as hereunder provided.
  33. Suspension / Expulsion of a regular member: A regular member may be suspended or expelled for non-payment of annual dues, penalties and/or special assessments, non-participation in the required number of competition and courses specified above, for any acts deemed inimical to the objects of the NCRFA, for a particular serious breach of the statutes, regulations, directives and decisions of NCRFA, or for a failure to manage the football organization. Only an absolute majority of the voting members of the NCRFA Board has the power to suspend or expel any regular member upon the recommendation of the NCRFA Membership Committee or President. Suspension of membership implies loss of the rights associated with member status apart from being excluded from official involvement in tournaments. However, the President may suspend a regular member upon the recommendation of the Membership Committee if the reason for suspension is non-payment of dues, fines, or explicit penalties for offenses committed. This suspensi on will be valid until the next board meeting where a decision to maintain or lift the suspension will be made.
  34. Reversion into probationary status of a regular member: In an urgent case, such as committing an act inimical to the objects of NCRFA where the trust on the capability of the member to perform its responsibilities for football development is lost, the president may provisionally revert back onto probationary status any regular member, which shall come into effect only until the next Board meeting, where a decision on the sanction will be made by an absolute majority of the voting members.
  35. Suspension / Expulsion of a probationary member: A probationary member may be suspended or terminated for failure to comply with the requirements for probationary member for a full year or, for non-payment of annual dues, penalties end/or special assessments, non-participation in the required number of competitions and courses specified above, or for any act deemed inimical to the objects of the NCRFA. The President has the power to suspend or terminate any probationary member upon recommendation of the Membership Committee.
  36. Member status is terminated by resignation of the member, its expulsion or dissolution. Loss of member status does not relieve the member of its financial obligations towards the NCRFA or other members of this body. A member may submit its resignation in writing. Member status is likewise lost when a member is expelled or dissolved either voluntarily or legally.
  37. Article 7 - Procedures for Membership

  38. An organization wishing to become a member of the NCRFA shall apply in writing to the NCRFA secretariat and, where applicable, enclose a list of officials (if elections have already been held), and its constitution and by-laws containing the following mandatory provisions. a.always comply with the statutes, regulations and decisions of the NCRFA; b.to comply with the valid Laws of the Game; c.to recognize the exclusive authority of an arbitration tribunal of the NCRFA and of the PFF in respect of all disputes involving itself or any of its members.
  39. The application must be accompanied by a list of members/players.
  40. A probationary member applying for regular membership shall be monitored by the Membership Committee and this committee shall recommend for regularization of such probationary association to the President. The President, in turn, will recommend to the Board the regularization of the probationary member.
  41. Article 8 - Member’s Rights

    The Members in good standing have:
  42. the right to know in advance the agenda of any general assembly, to be called to the meeting within the prescribed time, to take part in the meeting and to exercise their right to vote;
  43. the right to be informed of the affairs of NCRFA;
  44. the right to organize competitions for their respective members;
  45. the right to take part in competitions held under the auspices of NCRFA;
  46. the right to nominate candidates for the NCRFA presidency;
  47. the right to take part in NCRFA development programs;
  48. all other right arising out of these statutes or theses recognized by the regulations, directives and decisions of NCRFA.
  49. Article 9 - Member’s Obligations

    Every Member of NCRFA has the following obligations:
  50. to abstain from any action contrary to the interests of NCRFA, or that which could besmirch the good name and reputation of NCRFA;
  51. to settle all sums due by way of membership fees, dues and penalties imposed;
  52. to communicate to the NCRFA any amendment of the member’s Constitution and By-Laws, list of its officials or players, any change in its address, and names of new officers;
  53. to be bound by the statues, regulations, directives and decision of the NCRFA;
  54. to ensure that these statues are respected by it and by any other person officially affiliated with it;
  55. to observe the laws of the Game;
  56. to comply with the statutory clause adopted by the NCRFA specifying that any dispute involving itself or one of its members and relating to the statutes, regulations, directives and decisions of NCRFA, must be subject to the sole authority of an arbitration tribunal body formed by the NCRFA which wii settle the dispute;
  57. to secure the appropriate tournament sanction (when necessary) from the NCRFA.
  58. to inform the NCRFA of all guests (non-affiliated organization, teams or clubs) invited to participate in member organized events.
  59. to secure authorization from the NCRFA before playing matches or maintaining relations of a sporting nature with members, team or clubs of another provincial association.
  60. to secure authorization from the NCRFA before paying matches or maintaining relations of a sporting nature with non-affiliated organizations and teams or clubs belonging to them.
  61. not to maintain any relations of a sporting nature with members that have been suspended or expelled;
  62. to observe the principles of loyalty, integrity, good behavior and fair play within the association and all its activities.
  63. III. The Board of Governors

    Article 3 – Types of Membership

  64. The NCRFA Board of Governors shall be the legislative body of the NCRFA and shall be composed of all the regular members in good standing. As such, it shall be the Supreme Authority of Football in the provincial association of the NCRFA.
  65. The participants in the Board of Governors are the presidents of all the Regular Member organizations of the NCRFA. An alternate may be named in writing by the President as long as the alternative is an officer or that organization. No delegate shall be allowed to represent more than one organization.
  66. Each regular member organization shall be entitled to only one vote and only the members present are entitled to vote. Voting by proxy is permitted for as long as the proxy form is duly signed and the appointed proxy is a member in good standing of that association.
  67. The Board of Governors may transact official matters only if there is a 50% +1 quorum. All votes taken shall be passed by the absolute majority of the votes of the entire voting members hip of the NCRFA.
  68. The Board of Governors meeting shall be held every year although an Extraordinary Board of Governors meeting may be called upon the written request of at least two-thirds of the regular members of the NCRFA and the Extraordinary Board of Governors meeting shall be held within two months from receipt of the request. The request shall specify the items in the agenda.
  69. The Board of Governors meeting shall be held on the second Friday of December each year or at such time and place the NCRFA Board may deem more convenient for the majority of the participants. The members shall be noticed in writing at least two months in advance. The formal convocation shall be made in writing at least one month before the date of the meeting and this convocation shall contain the President’s report and the annual financial statement.
  70. Article 11 - Agenda for the Annual Board of Governors Meeting

  71. The agenda of the Ordinary Board of Governors meeting is as follows: (The General Secretary of the NCRFA shall draw up the agenda based on input from the association officers and members. Any proposal that a member wishes to submit to the Board shall be sent to the General Secretariat of the association, with a brief explanation, at least two months before the date of the Board of Governors meeting.) a.Call to order b.Determination of the Existence of a Quorum c.Approval of the minutes of the previous meeting & business arising out of the minutes d.The President’s report e.Financial Report and approval of the budget f.Admission/Suspension/Expulsion of members (if applicable) g.Votes on proposals for amendments to the Statutes (if applicable) h.Election of President and members of the Board (if applicable) i.Adjournment The agenda of the Annual Board of Governors meeting may be altered, provided three-quarters of the members present and eligible to vote agree to such a motion. Any proposal that the members wish to include in the agenda shall be sent to the general secretariat in writing, with a brief explanation, at least one month before the date of the meeting.
  72. The President is responsible for ensuring that the meeting runs according to plan, With this in mind, he is entitled to curtail speeches by members.
  73. The meeting’s minutes is coordinated by the General secretary, who must send them to the members within one (1) month following the meeting.
  74. Article 12 - Election of President

  75. The President shall be elected by the NCRFA Board of Governors every four (4) years. The newly elected President will then assume office on January 1 of the succeeding year and or January 1, every four years thereafter. A President may be re-elected.
  76. A candidate for President may or may not be an officer of a member organization.
  77. Nominations in writing for President must be submitted to the General Secretariat at least one month before the day of the Board of Governors meeting when elections are scheduled to be held. Only members may nominate candidates for the office of president. A member shall be allowed to nominate only one person for president.
  78. The election shall be done by secret ballot. The President shall be elected by the Board of Governors by an absolute majority of the votes of the entire voting membership of NCRFA.
  79. IV. OFFICERS

    Article 13 - The President

  80. The President shall be the Chief Executive Officer of NCRFA. He shall preside at all general assemblies and meetings of the Board.
  81. In case of the permanent absence of the President or if President ceases to carry out his duties, or is removed from office, the Vice-President shall temporarily take over the duties of the President until such time that a new president is elected. A special Board of Governors meeting shall be called within sixty (60) days by the Board to elect the new president who shall only serve the remainder of the term of the past president.
  82. The President has the power to appoint all officers of NCRFA including the Vice-President, the General Secretary and the Treasurer. He may create any and all kinds of Committees he may deem necessary for the exercise of the functions or management, including the appointment of the Chairman and members of these committees.
  83. The Board of Governors by a vote of three-fourths (3/4) of all members may remove the President for any of the following causes: a.Willful violation of the NCRFA Constitution and its By-Laws. b.Serious illness or physical incapacity of the President to perform his duties.
  84. Article 14 - The Vice-President

  85. The President must appoint a Vice-President who should ideally also be a member of the NCRFA.
  86. In case of the temporary absence of the President, the Vice-President shall perform the duties and functions of the President but he may not replace any of the officers of the NCRFA who were appointed by the President.
  87. If the President ceases to carry out or is prevented from performing his duties, the Vice-President shall act temporarily as the President until another President is officially elected. The elections should be scheduled within six months from the time the President ceases to perform his duties. The new president then appoints his officers.
  88. The President may give his Vice-President any staff or line functions that he may deem fit.
  89. The tenure of office of the Vice-President must be co-terminus with the tenure of the President.
  90. Article 15 - The Treasurer

  91. The President must appoint a treasure to manage the financial affairs of the NCRFA. The Treasurer need not be an officer of any member.
  92. The Treasurer is tasked with keeping track of all physical assets of the NCRFA, including office furniture and fixtures, equipments etc. He manages the association’s Cash and Securities, Receivables and Payables and assists the President and the General Secretary in all business negotiations.
  93. The Treasurer may or may not have direct line relationships with personnel of the General Secretariat who are charged with Finance and Accounting functions.
  94. The tenure of office of the Treasurer must be co-terminus with the tenure of the President.
  95. Article 16. The General Secretary

  96. The President may appoint a General Secretary who shall be the chief executive of the general secretariat.
  97. The General Secretary shall be responsible for: a.implementing decisions passed by the Board in compliance with the President’s directives; b.compiling the minutes of the meetings of the Board, and all meetings of the various Committees that may be created by the President; c.the correspondence of the NCRFA; d.managing and keeping the accounts of the NCRFA; e.relations among the members and committees; f.the organization of the general secretariat; g.appointing staff to the general secretariat. h.The implementation of all established policies and procedures, and decisions made by the President.
  98. V. COMMITTEES

    Article 17 :The President may, at his discretion, create any committee he may deem necessary or he may activate the following committees as and when he deems fit:

  99. FINANCE Committee – shall frame rules on financial procedures and shall regulate the income and expenditures of the NCRFA and advise the President on the management of properties and assets. The committee shall review income and expenditures for specified projects and/or proposals. It shall help in all aspects of financial administration and property management, budget preparation, financial controls and fund raising.
  100. REFEREE’S Committee – shall undertake all duties related to refereeing (including Futsal and Beach Football) such as: to establish uniformity in application of the Laws of the Game; to maintain a record of all NCRFA based referees; to conduct an annual registration of NCRF based referees; to organize development courses; to appoint referees to all local competitions; to implement the standardized rates for officiating within the province; to recommend officials who will attend PFF and international courses;
  101. COMPETITIONS Committee – It shall review reports on competitions and matches submitted to the secretariat. It shall evaluate the entire program for tournament of the NCRFA and continuously improve it to align with the direction and thrust of the NCRFA. It shall review the organization of competitions by technical officials and provide guidelines for improvement. It shall ensure that the conduct of competitions adheres to standards and protocols. It shall assist member organization in all aspects including formats of competitions, interpretation of rules, matters relating to qualifications of competitors and discipline of teams, officials and players.
  102. MARKETING Committee – shall develop marketing strategies and plans to acquire funding for the programs of the NCRFA. It shall identify and meet with prospective corporations, companies, organizations and individuals that would support the NCRFA financially.
  103. YOUTH DEVELOPMENT Committee – shall adhere to and implement grassroots and youth development programs. In coordination with the Technical Development Committee it shall help select and manage youth teams at the provincial level, and recommend to the Competitions Committee relevant competitions for youth football. It shall assist member organizations in implementing their own youth programs. It shall also continually keep abreast on development in the areas of youth football in the country for possible adaptation.
  104. WOMEN’S FOOTBALL Committee – shall formulate and implement girls and women’s football development programs in the province. It shall work with the Youth Development committee and the Competitions Committee in the implementation of such development programs. It shall plan and organize matches and competitions for women and work to acquire funding for such.
  105. DISCIPLINE Committee – shall investigate, inquire and sanction all Members, clubs, Officials or Players within the association for any breach of the Rules, Regulation, By – Laws of the NCRFA or any violation of decisions reached by a committee or other body of the NCRFA or for any action violating the spirit or letter of the Laws of the Game or for any other action deemed contrary to Fair Play or purpose of the NCRFA and of the PFF. Disciplinary powers in respect of implementing sanction extending beyond the provincial association, however, are exclusively reserved for the PFF Discipline Committee upon recommendation of the NCRFA.
  106. TECHNICAL DEVELOPMENT Committee – shall supervise the selection of players and officials of the NCRFA teams to represent the association in national and regional tournaments. It shall conduct an annual registration and maintain records of players, coaches, administrators, trainers based in the NCR. It shall ensure that the selection procedures for football players, coaches, referee and others officials to present the NCRFA, are the open and fair .it shall also look into all technical aspects for infrastructure and the development of football in its territory. It shall improve the qualification of coaches, administrators and trainers by insuring that they are able to attend local seminars and courses.
  107. MEMEBERSHIP Committee – shall be entrusted with the task of encouraging non-members to join the NCRFA. It shall screen all applicants and recommend acceptance as Probationary Members to the NCRFA President. It shall monitors members and ensure that they fulfill their obligations toward the association.
  108. FUTSAL Committee – shall formulate and implement Futsal development programs in the NCRFA. It shall work with the Youth Development Committee and the Competitions Committee in the implementation of such development programs. It shall endeavor to acquire funding in coordination with the Marketing Committee for its programs and local competitions.
  109. COACHES Committee – shall be responsible for all related to coaching development such as: evaluation of coaches; registration of coaches; accreditation of coaches; maintaining a record of coaches at all levels; organization of development courses; recommendation of coaches to PFF and international courses.
  110. Each of these committee shall be headed by a Chairman who is appointed by the NCRFA President.

    VI. FEES, DUES AND SPECIAL ASSESSMENTS

    Article 18

  111. Application for membership shall pay a one time registration fee that will be fixed by the Board as recommend by the NCRFA Membership Committee which shall be considered an entrance fee accompanying the applicant’s letter of application and/or application form which shall be non-refundable.
  112. Every member shall pay an annual membership due which will fixed by the Board as recommended by the NCRFA Membership Committee payable on or before 31st of January of each year.
  113. The Board may, from time to time, require the payment of special assessments from each member.
  114. Failure of a member to pay the entrance fee, annual dues or any special assessment shall sufficient cause for suspension or expulsion.
  115. Suspension or expulsion from the association shall be recognized by the other NCRFA member associations, teams and clubs, the Philippine Football Federation and vice-versa.The board may, from time to time, approve the revision of the payments provided under this article taking into consideration inflationary or deflationary tends.
  116. VII. SUBMISSION TO DECISIONS OF THE NCRFA

    Article 19

    The NCRFA members shall agree to comply fully with any decisions passed by the relevant NCRFA bodies.
    They agree to take every precaution to ensure that their own members, players and officials comply with these decisions.

    VIII. MATTERS NOT PROVIDED FOR

    Article 20

    All matters not provided for in these regulations shall be decided by the NCRFA President.

    IX. FISCAL YEAR

    Article 21

    The fiscal year of the NCRFA shall follow the calendar year, beginning January 1 and ending December 31.

    X. SEAL

    Article 22

    The Seal of the NCRFA shall be circular in form with a white background. Shall have the letters NCRFA in green and the words National Capital Region Football Association in black, encircled in green.

    XI. AMENDMENTS

    Article 23

    This Constitution and By-Laws may be amended, altered or repealed by the affirmative vote of two-thirds (2/3) of the entire voting membership of the NCRFA Board of Governors or at any meeting called for the purposes.

    XII. EFFECTIVITY

    Article 24

    These amended Constitution and by-laws take effect immediately with the approval of the voting members of the NCRFA. They come into force on April 27, 2004.
